On the morning of June 11, the 2019 China-France Comics Forum, also known as Image Fiction Festival, which is sponsored by the French Consulate General in Shenyang, Animation, Comics and Games Professional Committee of China Cultural Chamber of Commerce for the Private and Jilin Animation College and hosted by School of Comics of Jilin Animation Institute and the IP Business Group of Jilin JAI Culture and Art Group opened in Jilin Animation Institute.  Counsellor of Cultural and Educational Cooperation of the French Embassy in China Luo Wenzhe,  Cultural Consul of French Consulate General in Shenyang Li Lan, Gao Cunbo from Cultural and Educational Cooperation of the French Consulate General in Shenyang, Director of Foreign Affairs Office of Changchun Municipality Qi Guohua, Deputy Director of International Cooperation and Exchange Bureau of the Jilin Provincial Education Department He Yingjie, Director of German Affairs of Foreign Affairs Office of Changchun Municipality Wang Hongji. The opening ceremony was attended by Zheng Liguo who is the Chairman and Principal of Jilin Animation Institute as well as Vice President of China Cultural Chamber of Commerce for the Private, Vice Chairman and Vice President of Jilin Animation Institute Liu Xin, Senior Vice President of Jilin JAI Culture and Art Group Wang Licheng and Senior Vice President of Jilin JAI Culture and Art Group Li Jing. Vice President of Jilin Animation Institute Wang Xiaoyan presided over the opening ceremony.

The experts participating in the forum include French Cartoonists Zena Abirahad, Jacques Ferrande, Mr. Altir de Pan, Tiffina Rivier, French Cartoon Editor Gizel de Anna, famous Chinese Cartoonist and Animation Director Yan Kai, Art Director of Taiwan Dual Film Creative Co., Ltd. and Free Director Liao Wenbin, Cartoonist and Member of Comic Arts Committee of China Artists Association Quan Yingsheng.
