On July 8, Ruan Ganghui, Vice Mayor of Changchun, led a delegation to Jilin Animation Institute (JAI) for a special research visit, focusing on key issues such as the upgrading of the animation and cultural and creative industries and supporting young talent in pursuing employment and entrepreneurship in Changchun.Zhang Yong, Deputy Secretary-General of the Changchun Municipal Government, and Zhang Huiyong, Director of the Changchun Municipal Bureau of Culture, Radio, Television and Tourism, accompanied the delegation. Zheng Liguo, Chairman and President of Jilin Animation Institute; Xing Yuanyuan, Chairman and General Manager of Ningyu Animation; and Li Yansong, Chairman of Changchun Zhixingheyi Animation Co., Ltd., attended the discussion.
Ruan Ganghui delivers a speech
During the discussion, Ruan Ganghui noted that the cultural and creative industries generate strong economic returns and are highly attractive to young people. As such, they represent a key sector for retaining local young talent and injecting vitality into urban development. The Changchun Municipal Party Committee and Municipal Government attach great importance to cultivating and promoting the high-quality development of the cultural and creative industries. Jilin Animation Institute has been deeply engaged in the animation industry for many years and has developed a series of high-quality original intellectual properties (IPs), including Frog Kingdom and Crazy Computer City. The institute has built significant industry influence and a strong public following in Northeast China. Ruan Ganghui pointed out that the core competitiveness of a city ultimately comes down to its ability to attract and retain talent. Addressing the loss of young talent, developing high-quality homegrown cultural and creative IPs, and strengthening the cultural and creative industry ecosystem in Northeast China are important initiatives for Changchun to establish itself as a leading center for youth culture and creativity in northern China. He encouraged participating enterprises and universities to offer insights and recommendations from multiple perspectives, including industry development, youth employment, industry trends, and competition among cities. He called for government, industry, and university collaboration to tap into the rich cultural heritage of Northeast China and unlock the potential of local cultural and creative resources.

Zheng Liguo provided a detailed overview of JAI's distinctive educational model integrating academic research, education, and industry, as well as its achievements in talent development.He noted that JAI has been dedicated to cultivating talent for the animation and gaming industries for many years, with its graduates now working across major companies throughout the sector. This strong industry presence is largely attributable to the university’s focus on cultivating entrepreneurial and practice-oriented talent. He further noted that JAI is continuing to deepen its internationalized education and strengthen its role in supporting regional development. The university is actively advancing the development of the Belt and Road University Entrepreneurship Consortium, connecting university resources in China and abroad to build platforms for entrepreneurial cooperation. Through these efforts, JAI aims to attract young talent and high-quality industry resources to Changchun and support their long-term development in Jilin. Before the discussion, the delegation visited the JAI History Museum, the Exhibition of Fine Original Manuscripts of Chinese Animation and Comic Art, and the Exhibition Hall of Integrated Academic Research, Education and Industry Creative Achievements.
